Alcohol-related crashes are a serious problem in Texas. In 2013, there were 25,158 DUI-alcohol crashes. About one third of all the state's annual traffic-related fatalities are caused by drinking and driving. Among young male drivers, ages 17 to 34, Hispanics accounted for nearly half (47 percent) of all crashes where drivers were under the influence of alcohol. We also have a growing Hispanic population in Texas that may not be aware of our drunk-driving laws.

Driving under the influence (DUI), driving while impaired/driving while intoxicated (DWI), operating while intoxicated (OWI) or drink-driving (UK) is currently the crime or offense of driving or operating a motor vehicle while impaired by alcohol or other drugs (including recreational drugs and those prescribed by physicians), to a level that renders the driver incapable of operating a motor vehicle safely.[1] Traffic accidents are predominantly caused by driving under the influence; for people in Europe between the age of 15 and 29, DUI is one of the main causes of mortality.[2] According to the National Highway Traffic Safety Administration alcohol-related crashes cause approximately $37 billion in damages annually.[3] DUI and alcohol-related crashes produce an estimated $45 billion in damages every year. Between attorney fees, fines, court fees, ignition interlock devices, and DMV fees a DUI charge could cost thousands to tens of thousands of dollars.[4]

In the following video, three drivers of varying ages got incredibly high on marijuana and test-drove cars around a course. A driving-ed instructor accompanied them to avert any chance of an accident, and police watched from the sidelines to spot any visible 'signs' of inebriation in their movements. The volunteers -- a young daily smoker, adult weekend smoker and elder infrequent smoker -- proceeded to test escalating levels of stupor against the new baseline 'legal limits' in Colorado and Washington state. They had to reach excesses of 5 times the legal limit before their ability to drive became impaired. In most cases, the danger they presented was driving too slowly or with frequent hesitations. Although hardly scientific, this test does offer some insight into a specter which has haunted us for years: marijuana legalization. Last November, the country watched tame and good-natured celebrations sweep Colorado and Washington after their pro-marijuana ballot passed. The sudden and complete lack of tension between public smokers and police was wonderful to see; it was like two opposing armies finally laying arms to rest. It was as if a part of America had leapt into a progressive future, giving the rest of us a glimpse into what might be. Could anyone deny that this was a microcosm of the future most have been waiting for? Despite resounding state level calls to end to the war on drugs, the DEA and federal government still loom overhead with murky legal gray zones. When asked by Barbara Walters what his current stance on the issue was, Obama said he would not make it a priority to go after recreational users in states that have passed legalization initiatives. This evasive, political response is to be expected: we aren't permitting drugs, but we won't fight the states on the issue. Perhaps it would be too much to ask for the president to fully legalize marijuana and end an obscene prohibition that imprisons millions of Americans. But if the political PR can be ignored, it is undoubtedly the right thing to do. For now, maybe the best tactic is to keep harassing citizens federally, so they demand protection from their states and take the issue off Obama's plate. So back to our drivers, and the issue many mothers are now concerned about: children having a new intoxicant to afflict their driving skills. How did the 'impaired' volunteers actually do? Well at a certain point, the substance had an undeniable effect on their ability to navigate a vehicle sensibly. But they all maintained surprising control, even at incredibly excessive levels of marijuana consumption. Moreover, unlike drunk drivers, they were very much aware of their state and agreed they were not on top of their game. Without over-indulging, it seems people's critical thinking can be trusted more with a few hits than a couple of drinks. When it comes to marijuana in America, there's still a long road ahead to change laws, perceptions and behavior. But it's progress worth making, as long as it gets us away from misinformed stereotypes like this.

In 2006, 1,794 children age 14 and younger were killed in motor vehicle crashes. Of those 1,794 fatalities, 306 (17%) occurred in alcohol-impaired driving crashes. Children riding in vehicles with drivers who had a BAC level of .08 or higher accounted for half (153) of these deaths. The 13,470 alcohol-impaired-driving fatalities in 2006 were almost the same as compared to 13,451 alcohol-impaired-driving fatalities reported in 1996. Ten years of progress. The 13,470 fatalities in alcohol-impaired-driving crashes during 2006 represent an average of one alcohol-impaired-driving fatality every 39 minutes. The rate of alcohol impairment among drivers involved in fatal crashes was four times higher at night than during the day. The percentage of drivers with BAC of .08 or above in fatal crashes was highest for motorcycle operators (27 percent), followed by light trucks (24 percent), and then passenger cars (23 percent). In fatal crashes in 2006, the highest percentage of drivers with a BAC level of .08 or higher was for drivers ages 21-24 (33%), followed by ages 25-34 (29%) and 35-44 (25%).

Traffic accidents are predominantly caused by driving under the influence; for people in Europe between the age of 15 and 29, DUI is one of the main causes of mortality.[2] According to the National Highway Traffic Safety Administration alcohol-related crashes cause approximately $37 billion in damages annually.[3] DUI and alcohol-related crashes produce an estimated $45 billion in damages every year. Between attorney fees, fines, court fees, ignition interlock devices, and DMV fees a DUI charge could cost thousands to tens of thousands of dollars.[4] With alcohol consumption, a drunk driver's level of intoxication is typically determined by a measurement of blood alcohol content or BAC; but this can also be expressed as a breath test measurement, often referred to as a BrAC. A BAC or BrAC measurement in excess of the specific threshold level, such as 0.08%, defines the criminal offense with no need to prove impairment.[5] In some jurisdictions, there is an aggravated category of the offense at a higher BAC level, such as 0.12%, 0.15% or 0.25%. In many jurisdictions, police officers can conduct field tests of suspects to look for signs of intoxication. The US state of Colorado has a maximum blood content of THC for drivers who have consumed cannabis. In most countries, sobriety checkpoints (roadblocks of police cars where drivers are checked), driver's licence suspensions, fines and prison sentences for DUI offenders are used as a deterrent. Anyone who is convicted of driving while under the influence of alcohol or other drugs can be heavily fined or given a prison sentence. In some jurisdictions, impaired drivers who injure or kill another person while driving may face heavier penalties. In addition, many countries have prevention campaigns that use advertising to make people aware of the danger of driving while impaired and the potential fines and criminal charges, discourage impaired driving, and encourage drivers to take taxis or public transport home after using alcohol or drugs. In some jurisdictions, the bar that served an impaired driver may face civil liability. In some countries, non-profit advocacy organizations, a well-known example being Mothers Against Drunk Driving (MADD) run their own publicity campaigns against drunk driving.

Driving Under the Influence SR22 Driving under the influence (DUI), driving while impaired/driving while intoxicated (DWI), or drink-driving (UK) is currently the crime or offense of driving or operating a motor vehicle while impaired by alcohol or other drugs (including recreational drugs and those prescribed by physicians), to a level that renders the driver incapable of operating a motor vehicle safely. People who receive multiple DUI offenses are often people struggling with alcoholism or alcohol dependence. Traffic accidents are predominantly caused by driving under the influence; for people in Europe between the age of 15 and 29, DUI is one of the main causes of mortality.[ According to the National Highway Traffic Safety Administration alcohol-related crashes cause approximately $37 billion in damages annually. DUI and alcohol-related crashes produce an estimated $45 billion in damages every year. Between attorney fees, fines, court fees, ignition interlock devices, and DMV fees a DUI charge could cost thousands to tens of thousands of dollars. With alcohol consumption, a drunk driver's level of intoxication is typically determined by a measurement of blood alcohol content or BAC; but this can also be expressed as a breath test measurement, often referred to as a BrAC. A BAC or BrAC measurement in excess of the specific threshold level, such as 0.08%, defines the criminal offense with no need to prove impairment. In some jurisdictions, there is an aggravated category of the offense at a higher BAC level, such as 0.12%, 0.15% or 0.25%. In many jurisdictions, police officers can conduct field tests of suspects to look for signs of intoxication. The US state of Colorado has a maximum blood content of THC for drivers who have consumed cannabis. In most countries, sobriety checkpoints (roadblocks of police cars where drivers are checked), driver's licence suspensions, fines and prison sentences for DUI offenders are used as a deterrent. Anyone who is convicted of driving while under the influence of alcohol or other drugs can be heavily fined or given a prison sentence. In some jurisdictions, impaired drivers who injure or kill another person while driving may face heavier penalties. In addition, many countries have prevention campaigns that use advertising to make people aware of the danger of driving while impaired and the potential fines and criminal charges, discourage impaired driving, and encourage drivers to take taxis or public transport home after using alcohol or drugs. In some jurisdictions, the bar that served an impaired driver may face civil liability. To drive safely, one must maintain alertness, make decisions based on ever-changing information present in the environment, and execute maneuvers based on these decisions. Drinking alcohol impairs a wide range of skills necessary for carrying out these tasks. This Alcohol Alert examines alcohol impairment of driving skills and describes some factors that increase motor vehicle crash risk. Some Factors That Influence Crash Risk. Blood alcohol concentration. The proportion of alcohol to blood in the body is expressed as the blood alcohol concentration (BAC). In the field of traffic safety, BAC is expressed as the percentage of alcohol in deciliters of blood--for example, 0.10 percent (i.e., 0.10 grams per deciliter). A 160-pound man will have a BAC of approximately 0.04 percent 1 hour after consuming two 12-ounce beers or two other standard drinks on an empty stomach. All State laws stipulate driver BAC limits, which now vary by State. According to these laws, operating a vehicle while having a BAC over the given limit is illegal. The BAC limit for drivers age 21 and older in most States is 0.10 percent, although some States have reduced the limit to 0.08 percent. The many skills involved in driving are not all impaired at the same BAC's. For example, a driver's ability to divide attention between two or more sources of visual information can be impaired by BAC's of 0.02 percent or lower. However, it is not until BAC's of 0.05 percent or more are reached that impairment occurs consistently in eye movements, glare resistance, visual perception, reaction time, certain types of steering tasks, information processing, and other aspects of psychomotor performance. Research has documented that the risk of a motor vehicle crash increases as BAC increases and that the more demanding the driving task, the greater the impairment caused by low doses of alcohol. Compared with drivers who have not consumed alcohol, the risk of a single-vehicle fatal crash for drivers with BAC's between 0.02 and 0.04 percent is estimated to be 1.4 times higher; for those with BAC's between 0.05 and 0.09 percent, 11.1 times higher; for drivers with BAC's between 0.10 and 0.14 percent, 48 times higher; and for those with BAC's at or above 0.15 percent, the risk is estimated to be 380 times higher. The National Highway Traffic Safety Administration (NHTSA) credits State laws raising the legal drinking age to 21 with preventing almost 1,000 traffic deaths annually (11). Legislation to reduce the BAC limit to 0.02 percent or lower, referred to as the "zero tolerance law" for young drivers, has been passed by 29 States and the District of Columbia to reduce alcohol-related fatalities further (10,11). The National Highway Systems Act provides incentives for all States to reduce their BAC limits for drivers under 21 to 0.02 percent beginning October 1, 1998. One study examined the effectiveness of lowering BAC limits for young people in States where such laws have been in force for at least 1 year. The researchers found that after the BAC limits were lowered to 0.00 or 0.02 percent, the proportion of nighttime fatal crashes involving single vehicles in this age group dropped 16 percent. While we have made progress, drinking and driving still claims about 15,000 lives annually. A variety of public policies, including law enforcement, prevention, and treatment efforts aimed at decreasing this unacceptably high rate, are being implemented by the States. Findings from research can provide information on which of these efforts, individually or in combination, are most effective in reducing drinking and driv-ing. For example, although license revocation combined with treatment has been shown to be effective in preventing repeat drinking and driving offenses, we do not yet know specifically which types of treatment are the most effective with which types of offenders. Cheshire Police is warning people about the dangers of drinking and driving. The Good news for drivers in Cheshire is this Christmas drink and drug drivers will be stopped, roads policing officers will be out and about safeguarding and protecting responsible drivers. The Bad news is drunk drivers can expect to be breathalysed any time of the day, so if you have been drinking the night before get a lift to work rather than take the chance. The Ugly truth about drink and drug driving is that last December there were 3459 drivers stopped and asked to take the breath test, which resulted in162 people arrested, 87% were men and 13% were women. Last year′s figures showed that more than half of the people arrested were between the ages of 17 and 35. Cheshire Police′s message is clear to this age group - officers will be targeting drink drivers. Using intelligence, roads policing officers will be in the right place at the right time to arrest you if you make the bad decision to drink or take drugs then drive, watch out on a Friday, Saturday and a Sunday morning. Assistant Chief Constable Ruth Purdie said: "Our message is not don′t go out and enjoy yourself but if you want to have a drink don′t get behind the wheel, you may think having a couple of drinks is fine but any amount of alcohol impairs your driving. "Think about how you are going to get home before you leave for your night out. Drinking and driving can turn your good night out Ugly and you could end up cutting short your life or the life of another road user. You could end up losing your license or being sent to prison." Losing your license and gaining a criminal conviction is not a Good way to start the New Year.
